I’m Bill Shen, a dad of three students in the Encinitas Union School District. I’m running to set smart limits on classroom screen time, prioritize classroom instruction and academics, and keep our schools focused on what matters most: student outcomes.
Our K-6 public schools in Encinitas and La Costa Valley are very good, and I believe that they can be better.

My Five Priorities
Classroom Staffing First
Outcomes start with adults in classrooms. My first priority is hiring more teachers, aides, and instructional support to strengthen academic performance across the district.
Smart Screen Time Limits
Classroom technology should support learning, not distract from it. I’ll advocate for evidence-based screen time policies that protect students’ focus, mental health, and social development.
Stronger Academic Outcomes
Every student in EUSD deserves a rigorous, world-class education. I’ll push for clear, measurable academic goals and transparent reporting so parents always know how our schools are performing.
Responsible Budget Stewardship
Every dollar should go where it helps students most. I’ll apply the same financial discipline to district spending that families use at home – honest priorities, no waste, no surprises.
Community Transparency & Trust
Parents deserve a seat at the table. I’ll hold open town halls, respond to community concerns, and ensure board decisions reflect the values and needs of all Encinitas families.
About Bill
A Parent Who Knows What’s at Stake
My three kids attend school in the Encinitas Union School District, and like every parent here, I want nothing more than for them to love learning, reach their potential, and graduate ready for whatever comes next.
But I also see the challenges our district faces: inconsistent academic performance across schools, tech policies that aren’t grounded in research, budget pressures that force difficult trade-offs, and parents who feel excluded from decision making.
I’ve spent years in PTA leadership, on school site councils, chairing a successful school bond campaign, and serving on corporate and non-profit boards. I know how to make change happen. That’s why I’m running.
I’m not a politician. I’m a neighbor, a dad, and someone who genuinely believes that public education is one of the most important institutions in a healthy community.
